From what I can tell it's not a new part, it's a refurbished OEM part without the HID bulb or ballasts included. These facts should be clearly stated in the description. What I received is fully functional (after swapping over my HID bulb & ballasts) but shows normal signs of wear & tear (dirt in crevices, pitting on the lens and rub marks where the hood gasket makes contact). That's why I say it's a refurbished part. For me this was no problem because the condition is about the same as my old headlight, so no one can tell I've replaced it. If it were brand new it would be obvious that it had been replaced.
